Diversity Double-Talk

“Black teachers flee schools, leading to concerns about diversity,” warned the Washington Post headline. I’m less concerned about “diversity” and more about why teachers — black or otherwise — would “flee.”

The study found a significant drop between 2002 and 2012 in the percentage of teachers who are black in nine large city public schools systems — Boston, Chicago, Cleveland, Los Angeles, New Orleans, New York, Philadelphia, San Francisco and Washington, D.C.

In New Orleans, the percentage of black teachers fell from 74 to 51 percent, while the percentage of white teachers rose from 25 to 43 percent. In the nation’s capital, black teachers tumbled from 77 to 49 percent, while white teachers went from 16 to 39 percent.

“The whole effort . . . toward minority-teacher recruitment . . . [has] been an unheralded victory, really,” argues the University of Pennsylvania’s Richard Ingersoll. “The problem is with retention. Minority teachers have significantly higher quit rates than non-minority teachers.”

Some argue the problem is a system that micromanages teachers. Others cite the expansion of “teacher evaluation systems.” Neither reason explains the racial discrepancy.

However, black teachers do appear to be overrepresented in rougher, lower-performing schools — often with large minority populations. That may be causing a higher “quit rate.”

It may also be purposeful. As The Post article informs, “[R]esearch has suggested that students who are racially paired with teachers — black teachers working with black students and Hispanic teachers working with Hispanic students — do better academically.”

So, all the talk of diversity is aimed at keeping students and teachers with their own race?

Nixing Success

Newly elected New York Mayor Bill de Blasio made waves, recently. He nixed the establishment of two new charter schools and halted the expansion of another.

Widespread protest followed, with over ten thousand people showing up to express their frustration and ire. The charter chain under de Blasio attack, Success Academy, has been very successful increasing student test scores, and can boast a waiting list of five applicants for every school opening.

So why would the mayor be against them? What would make him so against this non-radical form of education reform?

Well, de Blasio received the overwhelming support of teachers’ unions during his campaign for office. Teachers’ unions are no fans of charter schools, which gain some of their advantages by not being hampered by union contracts.

Sure, the mayor’s heavy-handed slap at charter schools may simply be a political payoff to the teachers’ unions, but couldn’t there be something more to it?

Last May he directed his metaphorical guns at the head of the Success Academy, former New York councilwoman Eva Mosokowitz. “It’s time for Eva Moskowitz to stop having the run of the place,” he promised the United Federation of Teachers at a mayoral candidates forum. “She has to stop being tolerated, enabled, supported.”

Knee-capping the less politically muscular charter school folks to please the immensely powerful public education unions is indeed classic patronage politics. But maybe de Blasio’s personal animus also shows his true colors, his commitment to undercut any successful competition to the governmental way of doing things.

Virtual Charter Schools

Progress in education does not require a never-ending increase in funding for public schools.

My wife and I have home-schooled our daughters. I know that kids like learning, and away from classrooms can learn, and learn well. The future of education almost certainly involves a wide diversity of educational methods and systems that place children in environments where they learn best, not where it is merely convenient to spend tax funds in huge gulps.

In Washington State, government is adapting to such new options. This was noted in the papers, recently, when Tim Sutinen, a candidate for the state legislature under the “Lower Taxes” party label, praised the state’s virtual charter schools. All of his school-aged kids (he and his wife have ten, total) receive instruction at home. But their lessons and testing are conducted over the Internet, from teachers hundreds of miles away.

Had he lived south of the Columbia River, in Oregon, though, his children would not be so lucky.

There, the teachers’ union has made opposition to virtual charter schools its “top priority.” Olivia Wolcott of the Cascade Policy Institute correctly argues that were the union truly supportive of “the best interests of Oregon children, it would support the virtual charter schools that have the ability to improve education through cost-saving innovation.”

But unions are in the business of raising pay for public school teachers. And that’s not the same thing as improving education.
