Why Fire the Dean?

Students and faculty at the University of Southern California are upset because a popular dean of the Marshall School of Business, James Ellis, has been fired by interim USC President Wanda Austin. Hundreds have rallied in protest and petitioned for his reinstatement.

Why the ouster? 

The administration has offered a vague indictment about “lack of diversity” and problematic handling of racial- and gender-bias complaints. There’s apparently a commissioned report, the Cooley report, about the complaints. But few have seen it.

 “Jim has not been allowed to see the Cooley report, despite repeated requests to do so by him, his legal counsel, a trustee, and me,” says donor and USC board member Lloyd Greif. “Nobody has seen it.” 

Greif argues that no complaint dealt with by Ellis’s office “alleged any egregious conduct, and none of them involved inappropriate behavior by Jim.”

Was old white male Ellis expelled for presiding over a too-little-diverse student body (and perhaps for being inadequately “diverse” himself), as determined by an arbitrary standard?

Without transparency or due process, who could know? 

But lack of any official accountability suggests some warped notion of “diversity justice” is being applied here, a notion that dismisses rational goals and relevant facts to focus only on whether the ethnic/gender/other-unchosen-trait makeup of a sub-population sufficiently mirrors that of the general population. 

If so, is this a standard that should be applied universally? 

No matter how you answer that question, note what is not being focused upon: providing a good education.

A Faulty Gun Report

While statistics are generally unreliable, data about gun crimes often qualify as “anti-data.”

“This spring the U.S. Education Department reported that in the 2015-2016 school year, ‘nearly 240 schools . . . reported at least 1 incident involving a school-related shooting,’” National Public Radio told us yesterday. Like previous stats we’ve seen cited on social media, that seems unbelievably high. 

And yes, it is — “far higher than most other estimates,” reporter Anya Kamenetz noted. “NPR reached out to every one of those schools repeatedly over the course of three months and found that more than two-thirds of these reported incidents never happened.”

Were they fibbing? Well, never underestimate the power of incompetence. 

Even that’s harsh: remember that reporting requirements are a burden. And filing bureaucratically-designed forms with the Education Department may be no easier than filing tax returns with the IRS. One of the biggest errors in one school district report resulted from a simple data entry error.

That is not a sophisticated statistical problem, but a simple typo.

Not that there aren’t some difficulties of a not-so-easy-to-understand nature in the story. For one, the degree to which the report was off is said to lie within “the margin of error.”

So, how big was the error, exactly? What’s the number? Well, of the 240 supposed “shootings,” NPR claimed to be “able to confirm just 11 reported incidents.”

Yet the Education Department bureaucrats will only affix an erratum note to their ridiculous report. 

Nor will it be withdrawn or replaced, as it should be.

An Expert Explains Failure

The failures of the public high schools in the District of Columbia go on an on. It is quite a scandal, as I explained this weekend at Townhall.

And yet some “charter schools that serve large populations of children from low-income families,” notes the Washington Post, after providing much detail about the massive failures, “recorded big increases in scores.”

What hint about improving education does that fact give?

Well, Kevin Welner, a professor who heads the National Education Policy Center at the University of Colorado, has an interesting thought: “People want to read into these test scores lessons about what the schools are doing. But these scores, even the growth scores, depend a great deal on students’ opportunities to learn outside of school. If we address the poverty and racism, then we will see these test scores increase.”

Hmmm. Let’s review: (a) the problem is at home and (b) it cannot be overcome by the schools. Moreover, the esteemed professor perceives the cause of these detrimental home environments to be “racism and poverty.” 

Once upon a time, public education was proclaimed to be the great equalizer, allowing the disadvantaged to climb the economic ladder, and, if not wipe out poverty completely, to certainly dramatically reduce it. 

Now, we discover from a certified education expert that we had it backwards.

So maybe it is time to chuck the whole experiment and just try to educate kids.

Not “save” them, or society.

Will Feds Foil Foolish Licensing?

It would be nice if the federal government used its often-abused authority over state and local governments to outlaw various forms of state and local oppression.

In his book Leviathan: The Growth of Local Government and the Erosion of Liberty, Clint Bolick argues that the federal government is not alone in hugely violating individual rights. Eminent domain, asset forfeiture, zoning, and occupational licensing are among the modes of sub-federal assault on the innocent. Even as policymakers in various regions of the land act to stop the worst of these abuses, they proceed unchecked elsewhere.

U.S. Senators Marco Rubio and Democrat Elizabeth Warren are the unlikely duo who may interrupt the now-common practice of depriving delinquent borrowers of student loans of their right to earn a living from certain trades. Rubio recently admitted on Twitter that as a Florida lawmaker, he once voted to allow the state “to suspend professional licenses of those who defaulted on student loans. I WAS WRONG. . . . How can they pay back if they can’t work?”

Yes, Rubio was wrong.

Senator Warren, for her part, agrees that the practice is “wrong and counterproductive.”

The bi-partisan duo’s bill would prohibit states from denying driver’s licenses and occupational licenses to borrowers who default on student loans.

I don’t think the legislation goes as far as it should, even in the delimited area of occupational licensing. The absurdities of occupational licensing go way beyond the scope of the proposed remedy.

But it’s a start.

Degrading Expectations

Expect racism to come from the Right . . . we are told by the Left.

On Wednesday, I considered the sad case of New York Mayor Bill de Blasio, pushing racial resentment in a black church, asking for an “amen” after telling the parishioners that there was something very wrong with Asian students dominating that most meritocratic of institutions, Stuyvesant High.

Giving up on meritocracy is quite bracing, as is de Blasio’s lack of commitment to the culture of individual achievement.

His assumption? Black and Hispanic Americans just cannot compete on merit alone.

They don’t need to work harder, and we mustn’t expect them to. They needn’t change their values or encourage their children to be more academically ambitious. What’s the point in troubling to emulate successful cultures, like that of many Asians (many of them quite poor) who have been advancing so effectively? For de Blasio there’s no hope for blacks and Hispanics.

Except through him.

Note the two pillars of de Blasio’s vision:

  1. racial determinism, where individuals cannot hope to succeed outside the stereotyped behavior of their racial background, their skin color and physical features determining their performance,
  2. except when Government steps in to save them (this is statist messianism).

And yes, by “government” he really means “de Blasio” — or “progressivise politics.”

The first assumption has been called “the soft bigotry of low expectations.”

The second is idolatry of the State and overbearing pride in one’s own ideological tribe.

You individuals have no chance to succeed, the idea runs, but We, the Progressives, will save you. Vote for us!

How insufferable.

Demeritocracy

New York Mayor Bill de Blasio has a beef with Stuyvesant High School.

It’s about race, of course.

Stuy (as it is affectionately known) is a tuition-free accelerated academic/college prep program open to all city residents based on how well they perform on a specific test.

Unsurprisingly, Asians make up the bulk of the student body.

And de Blasio finds this horrific, a “monumental injustice” — there should be more Hispanic and black students, he says.

Demagoguery aside, the New York Mayor’s attack is really against the very idea of a meritocracy. The old Progressive vision was to pull from every ethnic group, economic strata, and community the best and brightest, allowing people to advance by study and hard work. Progressives called this “equality of opportunity”; most everybody else, “the American Dream.”

It was the Progressives’ pride and joy.

And today’s progressives are hell bent on destroying it.

They demand “diversity” instead — by which folks like de Blasio mean participation based not on talent and studiousness and sheer academic drive (which some cultures push more than others), but, instead, on today’s primary progressive obsession: skin color.

“My limited tolerance for affirmative action,” writes Richard Cohen in the Washington Post, addressing de Blasio’s excess, “possibly permissible when the poor are advantaged at the expense of the rich — hits a wall in this case.”

My tolerance for “affirmative action” hits the wall earlier: Help the poor afford to go where they can academically earn a spot. (Helping privately would be best.) But do not let race or any other demographic factor put a finger on the merit scale.

Good Men With Guns

We hear too much about “successful” mass murderers — from news readers, journalists, and so-called experts.

And it is hard not to think about the disturbed gunmen who kill as a way to feel powerful for a few seconds as they seek revenge for whatever they hate about their lives.

Now families in Sante Fe must deal with the horror.

We don’t hear as much about the good men who interrupt such rampages.

A report about how a killer was stopped on May 24 begins with these matter-of-fact words: “A gunman who opened fire at an Oklahoma restaurant Thursday evening was confronted by two people who saw what was happening, got their guns and shot him dead, police said.”

The gunman was able to wound three people. But before he could hurt others, Carlos Nazario and Bryan Wittle, outside the building as the shooting began, quickly grabbed firearms from the trunks of their vehicles and ended the threat.

A week earlier, Mark Dallas, a police officer on duty in Dixon High School in Dixon, Illinois, had exchanged gunfire with a recently expelled student, stopping him before anyone else could be shot. The attack took place in a gym where many students were gathered for a graduation rehearsal.

Mark Dallas happened to be an officer of the law. But you don’t need to be a policeman to use a gun justly and well in a bad situation. What you need is training and presence of mind — the willingness and ability to protect yourself and others.

And you need the gun.

What to Do

Another school shooting — more dead and injured, many more terrified by the violence. And, in its wake, more demands for

  • gun control,
  • schools as hardened targets, and
  • mental health initiatives.

Oh, and finger-pointing at video games, too.

So what should we do?

  1. Stop publicizing the names of these school shooters and plastering their faces all over the media.

I’m specifically not calling for any new law or government regulation. These criminals’ names must be publicly available. Let’s not reduce transparency in government one iota. Instead, let’s demand that our favorite media do the public-spirited thing: don’t make these killers personally infamous. I’ve written about this danger, which even the ancients recognized, before.

  1. Fix the background check database. The main system for preventing bad people from getting guns relies totally on checking gun purchasers against a database that is full of holes.

Late last year, a man convicted of domestic violence and with documented mental health issues passed the background check to purchase the weapon he used to murder 26 people in a Texas church. The Air Force had failed to transmit his criminal record to the FBI. If our elected officials, on both sides of the “gun control” issue, are serious about saving lives, they will concentrate first on making certain the background check database is complete, and systematically updated.

  1. Give students greater choice.

Being a teenager isn’t easy. The more choice they have in the schools they attend and the type of bullying education they receive, the better — not only for their education, but for their mental well-being, too.

Let’s face it: we cannot prevent all future acts of violence. And should be wary of those who claim they can. Still, we can take action.

Cowards All Around

Just-retired Scot Peterson is a millionaire, thanks to the generous taxpayers of Broward County, Florida.

You know Peterson as the sheriff’s deputy assigned to protect students at Marjorie Stoneman Douglas High School, who, instead of entering the building where the shooter was mowing down 17 unarmed students and teachers, protected himself by waiting outside.

Peterson claimed “he remained outside the school because he didn’t know where the gunfire was coming from,” noted BuzzFeed. But “[r]adio transmissions from the day of the shooting have since contradicted Peterson’s defense . . .”

Following the cowardly non-performance of his duty, Peterson promptly retired and began drawing his pension. As the Sun Sentinel newspaper reported Tuesday, his monthly check is for $8,702.35 — an annual salary of $104,428.20.

Should the 55-year-old live to the age of 75, he’ll draw more than $2 million.

In fact, the cowardly Peterson is being further rewarded with a $2,550 annual raise — earning more in retirement than he was earning while actually working.

I use the word “earning” and the phrase “actually working” loosely.

Reacting to the news, the father of one of the murdered students called Peterson’s lavish pension “disgusting” and “outrageous.”

Recoil at the thought of this derelict policeman raking in such mega-moolah during decades of retirement — but that isn’t the only outrage.

How can Broward County afford to pay even their bravest police officers millions of dollars in retirement?

They can’t . . . for much longer.

Regardless, elected officials dare not do anything about it. They fear incurring the wrath of public employee unions . . . and risking their own pension windfalls.

When I attended a public school — many decades ago, in a galaxy far, far away — teachers told students that cheating was unacceptable and would be punished.

Harshly.

Today, the idea has students laughing — all the way to graduation.

Last year, after DC Public Schools officials breathlessly announced massive improvements in graduation rates, several honest teachers broke ranks, and an investigation uncovered massive fraud: a whopping one of every three graduates across the city resulted from falsified records.

Many students played hooky for a third or even half the school year. Administrators also pressured teachers to improve grades to hike the graduation rate.

“The problem,” Washington Post columnist Colbert King concluded, “is systemic indeed.”*

You see, employment evaluations and cash bonuses for teachers and administrators were — and still are — tied in part to student graduation stats. It turns out that an incentive to good work can also serve as an incentive to cheat. Could it be that government employees grading their own work does not encourage honesty?

Just months after confirmation of the worst fears of public school corruption, new allegations against teachers and administrators at Roosevelt High School more than suggest fudging attendance records is ongoing.

“This growing environment of fear and mistrust,” asserts Elizabeth Davis, president of the Washington Teachers’ Union, “has never been addressed and continues to be a disservice to students and teachers.”

City officials have had plenty of time to address the issue. And of the common sense idea that the best way to avoid fear and mistrust is to follow the rules?

Crickets.

* Nor is the fraudulent behavior limited to dishonestly boosting graduation rates. Former DCPS Chancellor Antwan Wilson resigned back in February after it became public knowledge that his daughter jumped 600 other students on a waiting list for her school. A recent Post story about enrollment fraud, whereby non-residents grab spots at prestigious schools such as the Duke Ellington School of the Arts, without paying the non-resident fee, was entitled, “Stop enrollment fraud? D.C. school officials are often the ones committing it.” Two-thirds of pending cases involve a current or past DCPS employee.
