Perceived gain in war is a special case of perceived gain in coercion more generally. Amongst those who perceive a gain in coercion are people who move, consciously or otherwise, to control institutions, including the meta-​jnstitutions that are the mechanisms of deliberate(d) change. 

The change required to end expected gain in war is at least so deep as to operationalize rather like a change in human nature.
