Make the assumption that all communications are recorded as are all actions taken in any area viewable from a public vantage point and you are closer to correct than to assume your actions are private. That is reality. And like all things can be good or bad depending on the actor. Generally in the government’s hands it is bad because the entire structure is built on force and its application against all others.
