C. S. Peirce

Consider what effects, that might conceivably have practical bearings, we conceive the object of our conception to have. Then, our conception of these effects is the whole of our conception of the object.

Once again, I will proudly note that, years ago and after some years of seeking before that time, I acquired a copy of volume 12 of Popular Science Monthly, just to get that essay. Other issues in that volume have still more essays Peirce.
